Palos Verdes Homeowners Insurance in 2026: What Buyers and Sellers Need to Know

October 9, 2026

California's FAIR Plan is scheduled to implement an average 29.1% dwelling rate increase on October 15, 2026. For homeowners in Palos Verdes Estates, Rolling Hills Estates, Rolling Hills, and Rancho Palos Verdes, the bigger story is how the cost and availability of insurance can affect buying, selling, and owning a home.

After selling real estate throughout the Palos Verdes Peninsula since 1990, I've seen many factors influence transactions: interest rates, lending requirements, property condition, and changing buyer expectations.

Homeowners insurance deserves a place on that list.

A buyer can find the perfect house, negotiate an acceptable price, and obtain loan approval, only to discover that insurance is more expensive or more complicated than anticipated.

For sellers, that can mean additional questions, delays, or unexpected negotiations during escrow.

What Is Changing With California's FAIR Plan?

The California FAIR Plan provides basic property insurance for homeowners who have difficulty obtaining coverage through traditional insurers.

The upcoming rate change represents an average 29.1% increase for dwelling policies, not a uniform increase for every homeowner.

Some policyholders may experience larger increases, while others may see smaller changes or decreases. Homeowners with private insurance are not automatically subject to this FAIR Plan rate adjustment.

The important point for Palos Verdes homeowners is that insurance costs and coverage options need to be understood before a real estate transaction is underway.

Why Homeowners Insurance Matters Across Palos Verdes

The Peninsula includes a remarkable variety of properties, from coastal homes and traditional neighborhoods to hillside estates and equestrian properties.

Insurance considerations vary by location, construction, surrounding vegetation, replacement cost, and the individual insurer's underwriting requirements.

Palos Verdes Estates (PVE)

Homes in Malaga Cove, Lunada Bay, Valmonte, and other PVE neighborhoods can have very different insurance considerations. Older construction, remodeling history, replacement costs, and a property's specific location may all matter.

Rolling Hills Estates (RHE)

Rolling Hills Estates includes traditional residential neighborhoods, condominiums, larger lots, and equestrian properties. Buyers should understand the coverage available for the particular property rather than assume that neighboring homes will have similar insurance options.

Rolling Hills (RH)

Rolling Hills is known for its privacy, acreage, and equestrian lifestyle. Larger estates may have multiple structures, barns, and specialized improvements. Owners should review whether those features are adequately insured and whether additional coverage is necessary.

Rancho Palos Verdes (RPV)

Rancho Palos Verdes encompasses coastal neighborhoods, hillside properties, established subdivisions, and homes near open space. Insurance availability and pricing can vary substantially from one property to another.

Across all four cities, obtaining a property-specific insurance quote is increasingly important.

Can Insurance Costs Affect a Home Sale?

Yes, particularly when a buyer is financing the purchase.

Mortgage lenders generally include homeowners insurance costs when calculating a buyer's monthly housing expense.

If a buyer receives an insurance quote substantially higher than expected, that additional expense may affect their debt-to-income ratio and purchasing power.

For example, consider a buyer who budgets $3,000 annually for homeowners insurance but receives a quote of $9,000.

That's an additional $500 per month.

For someone already close to their lending limits, the difference can matter.

Insurance costs don't necessarily prevent a sale, but they are something buyers should understand early.

What Should Palos Verdes Sellers Do Before Listing?

When preparing a home for sale, sellers naturally focus on presentation, pricing, photography, and property condition.

I believe insurance preparation should also be part of that conversation.

Here are several steps worth considering:

  1. Review your current coverage. Understand your policy, coverage limits, renewal date, and any recent changes.
  2. Document property maintenance. Keep records of brush clearance, roof work, exterior improvements, and other wildfire mitigation efforts.
  3. Understand your home's replacement cost. The amount needed to rebuild a property may differ substantially from its market value.
  4. Address visible maintenance concerns. Overgrown vegetation, deteriorated roofs, and other property conditions may create additional questions during insurance underwriting.
  5. Encourage early insurance research. Buyers should work with licensed insurance professionals to investigate available coverage before their contingency deadlines.

These steps do not guarantee insurance availability or lower premiums. They can, however, help make the process more organized and reduce avoidable surprises.

What About Luxury Homes and Equestrian Estates?

Palos Verdes has many beautiful custom homes, including properties with substantial replacement costs.

The California FAIR Plan currently has a $3 million combined residential coverage limit. That can create an additional challenge for owners of higher-value homes whose rebuilding costs exceed available coverage.

It is also important to understand that the FAIR Plan provides more limited protection than a typical comprehensive homeowners policy.

Owners may need supplemental coverage, commonly called a Difference in Conditions (DIC) policy, or other insurance arrangements.

For equestrian properties, there are additional questions about barns, outbuildings, fencing, equipment, and liability.

As both a Rolling Hills resident and horse owner, I understand how important these improvements are to the use and enjoyment of a property.

A knowledgeable insurance professional should review the entire property and its intended use, not simply the main residence.

Does Homeowners Insurance Affect Property Values in Palos Verdes?

Insurance is one of several factors that can influence what buyers are willing or able to pay.

A property with expensive or difficult-to-obtain coverage may appeal to a smaller pool of buyers, particularly when financing is involved.

That doesn't mean a home automatically loses value because of its insurance costs.

Location, condition, views, lot size, architectural quality, inventory, and buyer demand remain important.

But insurance has become another consideration in understanding a property's overall marketability.

For homeowners thinking about selling, the best approach is to evaluate these factors together rather than in isolation.

Frequently Asked Questions

Is homeowners insurance required to buy a house in Palos Verdes?

Homeowners insurance is generally required by mortgage lenders. Cash buyers may not face the same lender requirements, but insurance remains an important consideration for protecting their investment.

Does the 29.1% FAIR Plan increase affect everyone in Palos Verdes?

No. It is a statewide average rate adjustment for applicable FAIR Plan dwelling policies. Individual changes vary, and homeowners insured through other companies are not automatically subject to this increase.

Can I sell my Palos Verdes home if buyers have difficulty obtaining insurance?

Yes. Insurance challenges do not automatically prevent a property from being sold. However, buyers using financing may need acceptable coverage to complete their loans.

Does the FAIR Plan provide complete homeowners insurance?

No. Its standard coverage is limited. Homeowners should ask a licensed insurance professional about supplemental policies and appropriate coverage limits.

Should I investigate insurance before listing my home?

I recommend reviewing your current insurance situation and discussing any potential concerns with your real estate agent and insurance broker before listing. Early preparation can help avoid surprises later.

Thinking About Selling Your Palos Verdes Home?

Selling a home involves more than choosing an asking price.

Understanding what today's buyers need, anticipating potential obstacles, and preparing a property properly can make a meaningful difference.

I've represented buyers and sellers throughout the Palos Verdes Peninsula since 1990, including Palos Verdes Estates, Rolling Hills Estates, Rolling Hills, and Rancho Palos Verdes.

If you're considering selling, I'd be happy to discuss your property's value, current buyer demand, and the issues worth addressing before going on the market.
